Economy control
Balances are calculated from immutable ledger entries. Corrections append a compensating reversal; they never edit or delete history.
Automated review signals
Signals identify a negative balance, at least 80% of the citizen's daily Gaming Hall limit used, or 30 table rounds within one hour. They are review cues, not automatic findings or punishment.

Competition control
Manage roster identity, public profiles, availability, and the private 1–99 simulation rating. Changes affect only events generated afterward. Already scheduled event entries retain their frozen name, territory, rating, commitments, markets, and results.
Every save requires a specific operational reason and is permanently audited. Editors control DGCN reporting in the Newsroom; moderators receive no roster or rating access.
ACCESS CONTROL · ADMINISTRATORS
User maintenance
Administrators can manage editors and moderators. Only the Superadmin can promote, demote, or alter administrators. Choosing User removes staff privileges without deleting the person's login. Editors and moderators never receive this email list from the API.
